Prices can shift a little by province, so treat these as accurate to what I checked, not a promise for the location down your street. Cents per calorie is the price in cents divided by the calorie count. Lower means more calories for your dollar, not necessarily a better meal.

Other options
Three items repeat here with figures that don't match their listings above: the veggie burger at $6.39 instead of $6.79, the crispy chicken salad at 390 calories instead of 460, and the buffalo chicken salad at 490 calories instead of 560. I'm showing both listings rather than quietly picking one and hiding the conflict.
The two salads drop by exactly 70 calories each between listings: 460 to 390 for Crispy, 560 to 490 for Buffalo. That's too precise for coincidence, and close to what a dressing packet would add, so the likelier reading is that one listing omits a component the other counts. Until that's confirmed, the cents-per-calorie figures for those two salads carry that uncertainty; the table above uses the higher pair, 460 and 560.

Harv's Value Picks: cheaper, or just smaller
Value Picks is priced as Harvey's budget line, and in dollar terms it obviously is: nothing on it breaks $5.09. The real question is whether it's better value per calorie, or just smaller and cheaper. Here's the full line with the same math applied.

For the burger line, Value Picks wins on both counts. The Double Jr. Cheeseburger costs $4.19 for 410 calories, 1.02 cents per calorie, beating every burger and chicken item on the main menu, including the Buffalo Chicken Sandwich's 1.26. The Jr. Cheeseburger alone, $3.19 for 300 calories, works out to 1.06, also ahead of every main-menu burger. It costs 42% of what the Original Burger with Cheese costs while delivering 68% of the calories, and that gap is what puts it ahead on cents per calorie.
Sides beat everything, but they're not a fair comparison to a sandwich. Frings, $4.49 for 620 calories, is 0.72 cents per calorie, and Large Fries, $4.69 for 550 calories, is 0.85. Both undercut every burger on the menu, but neither is a meal on its own.
Not everything on Value Picks is a good deal, though. The Side Salad, $4.49 for 35 calories, is 12.83 cents per calorie, the worst value in this guide, more than double the Grilled Chicken Salad's already-bad 5.55. It's on the value menu by price alone.

Value analysis: the best and worst dollars on this menu
Line up all 24 burgers and chicken items by cents per calorie and two things stand out. The Buffalo Chicken Sandwich is the best deal on the core menu at $8.29 for 660 calories, 1.26 cents per calorie. The Grilled Chicken Salad is the worst, at $9.99 for only 180 calories, 5.55 cents per calorie, more than four times worse than the winner.
The bigger pattern is grilled versus crispy. The Grilled Chicken Sandwich costs the same $7.99 as the Crispy Chicken Sandwich but carries less than half the calories, 270 against 560, so it runs 2.96 cents per calorie against crispy's 1.43, more than double for the same price.
Within burgers alone, BIG Harv Original is the best value at 1.36 cents per calorie, and the Veggie Burger is the worst at 2.06. Angus doesn't buy better value than Original, either: plain Angus runs 1.88 cents per calorie against plain Original's 1.79, and Original wins at every tier, with cheese, with cheese and bacon, double, and BIG Harv.

The Side Salad costs ten times as much per calorie as the best sandwich on the board, which is the single widest value gap measured on any chain on this site. That is not an argument against salad; it is a warning about what "cheapest thing that sounds healthy" costs here. The Grilled Chicken Salad at $9.99 for 180 calories, 5.55 cents a calorie, is the second-worst.
The other structural finding is that Harvey's charges for toppings by the size of the burger underneath them. Cheese is $0.40 on a junior burger and $0.80 on a full-size one; bacon is $0.90 and $1.30. The same slice of cheese, two prices. That comparison across chains is in the customization price guide.
None of this means cheapest per calorie is the best order. A Side Salad beats a Double Jr. Cheeseburger on nutrition despite losing badly on this math, and calorie count alone says nothing about protein, sodium or how the thing tastes. This is a cost-efficiency ranking, not a diet plan.

The source data doesn't list operating hours, so I can't confirm the exact window, only that Harvey's prices these separately from the regular menu.

Two of the four check out as real discounts. Two Jr. Cheeseburgers at regular pricing cost $6.38 combined, so the late-night 2 for $5.49 deal saves $0.89, about 14% off. The $5 Classic Poutine is $0.99 cheaper than the Regular Classic Poutine's usual $5.99, about 17% off, assuming it's the same size and not a smaller portion built for the deal.
The other two are harder to verify. The Angus Bacon Cheeseburger Meal Deal costs $10.99, only $1.20 more than the Angus Burger with Cheese & Bacon alone at $9.79. If that $1.20 buys a regular fries and drink, which run $6.98 combined at regular prices, it's a strong discount, but the source doesn't list what's included, so I can't confirm it.
The Jr. Cheeseburger and Nuggets Snack Box is the one that gave me pause. At $9.50, it costs $1.32 more than a Jr. Cheeseburger and 5-piece nuggets bought separately, $8.18 combined, if that's actually what's in the box. The first two rows cost the same in Toronto as in Calgary, because Ontario rebates the 8% provincial portion of the HST on qualifying prepared food and beverages where the transaction total is $4.00 or less. More than four in ten of the items priced on this page sit at or under that line — all seven dipping sauces, the gravy, the desserts, the milk, the bottled water, the junior burgers and most of the regular-size drinks.
And Harvey's produces the most extreme example of the cliff found on any chain on this site, precisely because it sells so many things at forty cents:

That $0.40 sauce costs $0.76 — 189% of its list price — because adding it pushes the order over $4.00 and strips the rebate off the burger too. Nothing else measured on this site is that far out of line with its own menu price. Order the sauce in a second transaction and it costs $0.42. The menu-price layer, which Harvey's does not fix nationally. Prices shift a little by province and by franchise, and what moves them is rent, wages and local competition rather than tax. The only measured example on this site is at Kelsey's, a sister Recipe Unlimited chain, where one item runs $20.99 in Ottawa and $23.99 in Niagara Falls — 14.3% apart inside one province. Provinces outside the HST group tax restaurant food differently again, and I have not verified their current treatment item by item, so the 5% column is the floor.
Delivery markup: counter price against app price
I have no verified Harvey's delivery prices and will not publish a markup I have not measured. The two Canadian markups that have been measured are a flat 20.0% at Kelsey's and a flat $1.40 per item at Swiss Chalet — both Recipe Unlimited chains, like Harvey's, which makes them the closest available comparison rather than a claim about this menu.

The two columns cross at about $7.00, right where the Original Burger sits. Below that a flat surcharge is the worse deal and a percentage the better one; above it they swap. Since 44% of this menu is under $4.00, most of what Harvey's sells falls on the wrong side of that crossover — a surcharge fixed in dollars is regressive by construction.
The restaurant sets the in-app price, not the platform, so SkipTheDishes, Uber Eats and DoorDash listings for the same restaurant usually start from the same marked-up list and diverge in the fee stack.
