The Jr. Roast Beef at $2.84, a medium Curly Fries at $3.84 and a medium Coca-Cola at $3.19 add up to $9.87, undercutting every bundled Meal on the menu, Roast Beef Classic Meal included, by $1.41. That works because the Jr. Roast Beef has no official Meal pairing, yet its base price is low enough that even paying full separate price for fries and a drink lands under $10.
There's also a $6.99 "Jr. Meal" in the Limited-time offers table, which would be cheaper again if it holds up. But the source doesn't say which Jr. sandwich it bundles or what it includes beyond the name, and it's a limited-time listing rather than a permanent one, so I'm not recommending it as the confirmed cheapest option. Treat the $9.87 build-your-own combination as the reliable answer and the $6.99 Jr. Meal as a lead worth checking in person.
Value analysis: the best and worst dollars on this menu
Arby's publishes no calorie counts in the file behind this page, so value here is measured on the two steps this menu is built from: the meal upgrade and the size upgrade.
The meal step-up is the most consistent on this site. The teardown above puts it between $5.39 and $5.50 whichever sandwich you start from — an eleven-cent spread across the whole menu, against a $1.50 spread at Burger King and $0.40 at McDonald's. That makes Arby's the easiest menu in Canada to price in your head: find the sandwich, add $5.50.
It also makes the cheap end the bad buy. A flat step-up is regressive in exactly the way a flat delivery fee is. On the $5.84 Roast Beef Classic the upgrade adds 93% to the price; on the $10.95 half-pound sandwiches it adds about half that in percentage terms, for the same fries and the same drink. The cheaper the sandwich, the worse the combo.
The best single dollar on the menu is the Jr. Roast Beef at $2.84, the cheapest item Arby's sells and $0.15 less than a carton of milk. The worst is the mozzarella sticks price gap, where the same product carries two different prices in the same source.

Buying the second one costs $3.44 for a sandwich that lists at $2.84, because crossing $4.00 strips the rebate off the first. The rule is worked through in the six-doughnut tax guide.
The menu-price layer, which Arby's does not fix nationally. What moves it is rent, wages and local competition rather than tax. The only measured example of that spread on this site is at Kelsey's, where one item runs $20.99 in Ottawa and $23.99 in Niagara Falls — 14.3% apart inside one province, with no tax difference between the two restaurants at all. Provinces outside the HST group tax restaurant food differently again, and I have not verified their current treatment item by item, so the 5% column above is the floor rather than a claim about any particular province.
Delivery markup: counter price against app price
I have no verified Arby's delivery prices and will not publish a markup I have not measured. The two Canadian markups that have been measured are a flat 20.0% at Kelsey's, confirmed on five items, and a flat $1.40 per single-serving item at Swiss Chalet, which publishes both prices itself. There is an Arby's-specific compounding effect worth noticing: this menu already charges a flat $5.50 to turn a sandwich into a meal, and a flat delivery surcharge stacks a second fixed cost on top of the first.
